Plan Commission Approvals Required
If you are proposing any of the following projects/application types, the Plan Commission will need to review your proposal. Some application types require forms in addition to the Plan Commission Application, those are indicated below with links to the additional forms. - Site Plan & Architectural Review (new buildings, architectural modifications, and additions to existing buildings)
- Rezoning (additional form required)
- Land Use Plan Amendments
- Certified Survey Maps
- Subdivision Plat Review
- Conditional Use (additional form required)
- Airport Hangar Review
- Home Industry
- PUD Amendment
- Temporary Use Permit (No Plan Commission Application required, just use this application)
- Planned Unit Development (PUD) Review
Application Checklists
Each application type has a corresponding checklist detailing everything that is required in your submittal package. The checklists can be found in the City's Development Handbook.
Plan Commission Fees
A full list of Plan Commission fees can be found here. All fees must be paid in full prior to being placed on a Plan Commission agenda. Submittal Requirements
The Plan Commission now requires a digital-only submission. No paper copies of plans are required. A digital copy shall be submitted with the application (JPG and/or PDF) and include all of the submittal requirements for that particular application type. Please refer to the Application for Development Review and the Development Handbook for these requirements. Applications should also include a project location map showing a ½ mile radius. Color copies of site, landscaping, elevations, and renderings are also required. Applicants should also bring material samples to the Plan Commission meeting for any new building or addition where new materials are being introduced. Digital submissions can be emailed here, If the files are too large to email, you can use Dropbox or other file hosting site. Digital files can also be mailed to or dropped off at the Community Development Department on a USB thumb drive or CD/DVD-ROM.
Meeting Dates
The Plan Commission meets the 4th Wednesday of each month at 6:30 p.m. in the Common Council Chambers at City Hall, 201 Delafield Street. Agendas & Minutes
Agendas are available prior to the meetings. Minutes are available following approval.

Overview
The Planning Department provides staffing for the Commission. The Commission, by ordinance, is comprised of:
- The Mayor, who is the presiding officer
- 2 alderman
- President of the Park Board
- A citizen architect member
- 2 additional citizens
Citizen Members
- Are persons of recognized experience and qualifications
- Are appointed by the Mayor and confirmed by the Common Council in April of each year to serve for 3 years or until his or her successor is appointed
- Receive no compensation for service on the Commission
